On May 14, 2026, FMCSA retired its legacy registration systems and moved carriers, brokers, and freight forwarders into Motus. Every carrier has to claim their record in the new system. The change
What changed on May 14, 2026.
One front door.
Motus replaced the Unified Registration System (URS) and took over the registration functions of the old FMCSA Portal. USDOT numbers, operating authority, biennial updates, and record changes now live in one system.
Every identity, verified.
Every account is tied to a verified person through Login.gov and an identity check with a government-issued ID. All 800,000 or so existing registrants verify the first time they access the system. It closes the door on hijacked authorities and chameleon carriers.
New numbers work differently.
Newly issued USDOT and docket numbers are randomized instead of sequential, and new registrations carry suffixes that show what kind of registration they hold. Your existing numbers don't change and don't get suffixes.
What didn't change: MC, FF, and MX prefixes stay, the BOC-3 process agent requirement stays, the $300 authority fee stays, and FMCSA is still the agency in charge. Motus is a new system, not a new set of rules.
The rollout, honestly
The switch has been rough. Here's where it stands.
As of summer 2026, FMCSA is still working through problems from the cutover. Because of them, FMCSA has temporarily paused USDOT deactivations for biennial updates missed since June 1, 2026. The pause buys time. It doesn't erase the requirement, and it won't last forever.
- Operating authority missing or displaying wrong when carriers first log in.
- Insurance and financial responsibility filings running behind, through no fault of the carrier.
- Login, identity verification, and record-claiming failures that take multiple attempts to clear.
- New USDOT and authority applications moving slower than the old system while FMCSA works the queue.
If your authority shows wrong in Motus, that is likely the system, not your record. Verify what Motus displays against your own filing history before you assume something lapsed.
The transition
How do I claim my USDOT number in Motus?
Four steps, and the first one matters most. If you registered before May 14, 2026, treat this as overdue and handle it now.
Find your company official email
Motus expects the exact email your company official had on file in the old FMCSA Portal. If you don't know which address that was, or nobody has access to it anymore, sort that out first. This one detail trips up more carriers than anything else.
Sign in with Login.gov
Go to Motus through FMCSA and sign in or create a Login.gov account using that same email. Login.gov is the federal government's shared sign-in service, so you may already have an account from another agency.
Complete identity verification
Verify who you are with a government-issued ID and personal details. Creating the Login.gov account is not enough on its own. The verification step has to finish before Motus will link you to your record.
Claim your record and check it
Once Motus matches your identity to your USDOT number, claim the record. Then check it: authority status, insurance on file, company information. With the rollout still settling, confirm what you see against your own records.
